The United States President Donald Trump has ordered Deploy marines in Los Angeles to extinguish protests that have exploded against Arrests of 44 people On Friday for violation of immigration laws.
Trump on Monday also doubled the power of the National Guard forces that his administration has deployed in the second largest city of the country up to 4,000 soldiers.
Its administration justifies the implementation, and in part claiming that local authorities have failed to guarantee the safety of law enforcement officers and federal property.
But the deployment of the Marines – comes on the back of the course of sending the National Guard to Los Angeles – has caused criticism not only by Trump's political opponents as California Gavin Newmus, but also by police in Los Angeles.
Los Angeles Police Department (LAPD) said the deployment of Marines would make it difficult to work. This is what the dispute is about and why LAPD claims that the deployment of military forces can complicate his work:
Marines are a branch of the US Armed Forces and are a component of the Navy. The sea building was first created in 1775.
Its soldiers are trained for terrestrial and marine operations and have a particular focus on amphibian wars, which refers to attacks fired from ships ashore.
US citizens or legal residents who have a high school diploma and are 17 to 28 years old are entitled to register for Marines. They must pass an initial test test to be appointed. The sets are about 13 weeks of initial training to become part of the marine infantry. Once a year, each marine is a test to battle with a focus on physical readiness and endurance.
There are 172,577 active duty officers in the United States, as well as 33,036 reserve officers by 2023, the latest data published by the US Department of Defense.
The Northern Command of the US military released a statement on Monday stating that it has activated a Battalion for Marines in Los Angeles, which has been alert over the weekend. About 700 Marines with 2nd Battalion, 7 Marines and 1st Maritime Division will “seamlessly integrate” with Troops of the National Guard Situated in the city, she said.
Originally Lapd participated in the suppression of civil excitement due to protestsStarting Friday. On Saturday, Trump implemented about 2000 soldiers at the National Guard in Los Angeles County, opposing the objections of Newsom and Los Angeles Mayor Karen Bass.
Following a statement to deploy marine infantry, Pentagon spokesman Sean Parnell said that “additional” 2000 soldiers of the National Guard would be mobilized and, in addition to 2000 who were sent to the city over the weekend.
On Monday, police chief Jim McDoel released a statement stating that LAPD had not received a formal notification that Marines would come to LA.
“The possible arrival of federal military forces in Los Angeles, a lack of clear coordination, is a significant logistical and operational challenge for those of us, charged with protecting this city,” he said.
McDonel added that Lapd and his partners “have decades of experience in managing large -scale public demonstrations and we remain confident in our ability to do it professionally and effectively.”
The LAPD chief called on open and continuous communication between all law enforcement authorities to avoid confusion and escalation.
History shows that a lack of communication, combined with differences in approach, based on the training of different agencies, can inflame the already tense situations that law enforcement officers face.
While the United States routinely sending their marines on overseas missions, it is rare for the US president to unleash the Marines to suppress an internal crisis.
The last time it happened was in 1992 in Los Angeles during protests against the acquittal of four police officers who were filmed, beating Rodney King, a black man. Six days of riots erupted and 2000 soldiers of the National Guard and 1500 Marines were deployed in the city. The 1992 riots led to the deaths of 63 people and widespread robberies, attacks and arson, unlike continuing protests, which are largely peaceful.
Once in 1992, officers and Marines Lapd were called to respond to domestic disturbances at a local home.
When they arrived, the rifle was fired through the front door. a police officer called, shouted, “Cover Me”, “ Which in the police means preparing to shoot, if necessary, except holding fire. For marines trained for battle, “Cover Me” means using fire power. The Marines fired over 200 bullets immediately in response to the officer. At that time, three children were inside the home. Until no one was killed, the federal soldiers were drawn from Los Angeles shortly after.
While the deployment of US Marines in Los Angeles in 1992 was coordinated with state and local authorities, they are now being sent against the wishes of the state government, BAS and LAPD.
This draws up the risks that could follow, experts said.
“If the administration escalates to the troops of active duty, especially without coordination with state leaders, it would be a militarization of civil protest rather than restoring order,” said lawyer Robert Patillo in a written statement to al Jazeera. “This move can violate the rights to the first repair of peaceful protesters and will probably ignite the tension in place rather than resolving them. ”
The first amendment to the US Constitution guarantees freedom of expression and assembly.
LA reports suggest that Troops of the National Guard which have been activated are almost not used in the city, raising questions whether the placement of Marines or additional soldiers in the National Guard is really necessary.
Al Jazeera Rob Reynolds, reporting LA, said the protests on Monday, organized by trade unions in the city center, were peaceful.
“(The National Guard) is not committed to the protesters. They did not do much other than to stand there in their military uniforms,” Reynolds said.
In his personal X Newsom account, he announces that the original 2000 soldiers of the National Guard have not received food or water. Of these, only 300 were located while the others sat in federal buildings without orders, he said. Al Jazeera could not independently check this.
I was just informed that Trump had another 2000 market troops in LA
The first 2000? No food or water is given. Only approx. 300 are located – the rest sit, unused, in federal buildings without orders.
This is not about public safety. It's about caressing dangerous …

In another publication, Newsom wrote that “the Minister of Defense is illegal (Marines) on the US streets.”
US Marines serve a valuable purpose for this country – protecting democracy. They are not political pawns.
The Secretary of the Defense illegally deploys them on the US streets, so Trump may have a point to talk to his parade this weekend.
This is a screaming abuse of power. …

On Monday, Newsom announced that he had filed a lawsuit against Trump and the Minister of Defense Pete Heges “to terminate the illegal absorption” of the National Guard. The Federalization of the Trump National Guard on Saturday was the first time in 60 years that the US President was activating security as opposed to the wishes of the state governor.
“For Trump to deploy regular armed forces, such as the Marines, he will require him to clear another legal obstacle. He will have to invoke the Law on the Uprising, which is very rare and will escalate the situation until the constitutional crisis,” said Gregory Mauri, Law at the University of Washington at the University of Washington The University of St. Louis, Missouri, told Al Jazeera at the University of St. Louis University, Missouri, told Al Jazeera at the University of St. Louis, Missouri, told al Jazee at the University of St. Luis, Missuri, said to Al Jazei at Uashi at Ushi at Uashi at Washi of Washington.
It is not yet clear whether Trump has referred to the Law on the Uprising to deploy the Marines. In order to activate the National Guard, it does not refer to the Law on the Uprising, but a similar federal law, Title 10 of the United States Code.
“While the Law on the uprising technically gives the president the power to unleash active military forces under extreme conditions, we are nowhere close to the legal threshold, which would justify sending to the Marines,” Patillo said.
Hegt wrote in the X post that Marines were located “due to increased threats to federal law enforcement officers and federal buildings.”
“We have an obligation to protect federal law enforcement officers – even if Gavin Newsom is gone,” heget writes.
Interior Security Secretary, Christie Noem, said in the X post on Monday that immigration and customs law enforcement officers who lead immigration arrests will “continue to apply the law” despite the protests.
Over the weekend, Lapd arrested 50 protesters: 29 on Saturday and 21 on Sunday.
Local news newspapers have reported protests against arrests, also started in at least nine other cities in the United States, including New York, Philadelphia and San Francisco.
